Bassetlaw Partnership for Health -
Terms of Reference
Bassetlaw
Partnership for Health is:
- a proactive Bassetlaw focus for health
and social care partnership initiatives
- a driver for shared projects
- a point of contact for networking
- a provider of effective accountable
project leadership
The Partnership promotes subsidiarity and
alliance.
Aims to:
- build on the existing quality of
partnership working
- introduce a Project Management
Framework across Bassetlaw reporting to the Bassetlaw
Partnership for Health
- have clearly defined role and purpose
for the new partnership arrangement. Clear communication
between partnerships, evaluation and monitoring of progress of
the Bassetlaw Partnership for Health and other partnerships
- Partnerships becoming project based,
time limited with timescales for the completion of work
- development of time limited task groups
The Partnership will:
- act as the Health and Quality of life
thematic group within the Bassetlaw Local Strategic
Partnership
- prioritise proposals and commission
projects against an agreed set of criteria
- monitor and evaluate the progress and
successful completion of each project
- create, develop and access funding
opportunities
- network and influence other strategic
bodies
- disseminate up-to-date knowledge, information
and best practice based on current project working, possibly
through a database-driven website
- signpost/support and develop new opportunities
- work to sustain proven projects
Background
In April 2000, there were significant
organisational changes within the NHS which resulted in the
establishment of Bassetlaw Partnership for Health which was
officially launched in July of that year.
- the District and County Councils are
undergoing Best Value Reviews, questioning the way the work
and how they spend their time. This is underpinned by
performance indicators from the Centre and standards and
targets as set out in the Social Charter
- the disappearance of North
Nottinghamshire Health Authority and an emerging Trent
Strategic Health Authority, with additional responsibilities
passing to the Bassetlaw Primary Care Trust
- the emergence of Sub Regional and Local
Strategic Partnerships
The Bassetlaw Partnership for Health was
launched at the Lifting the Fog event in July 2000.

Project Development
Proposals for projects will be received
from the District and presented to the Bassetlaw Partnership for
Health for consideration and resourcing.
The initiator of the project is required
to outline:
- The nature of the problem
- Proof of the extent of the problem
- A SMART (specific, measurable,
achievable, realistic, timetabled) work programme to be
undertaken
- A set of performance indicators to be
monitored by
- A clear indication of timescales,
responsibilities and resource requirement
- A quantifiable outcome
The Bassetlaw Partnership for Health has a
guidance and advisory role to those wishing to put forward
proposals and "signposting" alternative support within
the District, if appropriate, and making links to any similar
projects, which may already exist.
Each project, which has been
accepted by the Bassetlaw Partnership for Health would have a
sponsor from that Partnership. This would ensure continuity of
accountability.
